New mission: BuCor reform
Following his tenure as chief of staff in the Armed Forces of the Philippines in 2015, retired four-star General Gregorio Pio Catapang chose to settle in Pampanga. Here, he embraced a simpler life as a farmer, relishing in the delights of native chicken, fresh produce, and the serene natural surroundings. “I am an environmentalist, so I decided to stay in Arayat, Pampanga, to be a farmer upon my retirement in October 2015, and I prayed, ‘Lord, it has been mission accomplished, so give me a new mission,’” Catapang narrated. The former military chief, the AFP’s 45th from July 2014 to 2015, is not a stranger to close encounters with mortality. Throughout his extensive service in the Philippine Army, from graduating from the Philippine Military Academy in 1981, he has endured several clashes with enemies, even more than one could count with the fingers. He held major positions in the AFP as commander of the 2nd Infantry Division — the Army’s largest unit, 7th Infantry (Kaugnay) Division, 703 Infantry Brigade, and 28th Infantry Brigade, among others. He also served as the Deputy Chief of Staff for Operations, J3, of the Armed Forces of the Philippines. His rise to prominence was not without hitches because he barely survived nine brushes with death. His strong faith in the Lord enabled him to be alive today. “The first incident that I encountered that almost ended my life was when I fell from the second floor of our house when I was just a kid; the second was when I was in the field where a provincial bus liner rammed the car I was in,” Catapang said. He was airlifted from Basa Airbase to V. Luna General Hospital and eventually transferred to Quezon City Medical City as he continued to bleed due to his severe injuries. “The doctor told me not to sleep because I might turn into a coma. So I fight on as the doctors continue to treat me,” he added. While still recovering, with his facial wounds still not yet fully healed, he was called by his commander to report back to work. “Nakangiwi pa ako dahil sa sugat (I was still grimacing in pain), but as a soldier, I followed the order, and that was then I realized that he was teaching me how to become chief of staff,” Catapang said, adding that as a good soldier, he had to endure the pain. He recalled that a chopper ride in the mountains of Cagayan also nearly took his life as it flew at 1,000 feet and traveled 18 knots. “The chopper is already old. I just have to make the sign of the cross as the chopper made a low-altitude flight due to poor visibility. We plunged downward, and I thought it was the end for me. But thankfully, the chopper normalized, and we safely landed,” he said. While in a restaurant in Angeles, Pampanga, Catapang said he was informed that NPA (New People’s Army) rebels would ambush him. “We ate at a chicken restaurant in Angeles and received information that I would be ambushed on returning to our camp. It was retaliation for the death of eight commanders of the NPA after movement patterns were detected based on information from barangay chairpersons,” he said. He cannot forget, too, that during the Pinatubo eruption in 1991, the roof of the building they were occupying collapsed due to the accumulated volcanic ash. Catapang, named after two generals — Gregorio del Pilar and Pio del Pilar — led his soldiers in helping the indigenous peoples in the area, giving them food, clothing, and other necessities. “The natives very loved us because of that,” he added. He said he is thankful to have emerged victorious and alive from the all-out war against Muslim secessionists in Mindanao. It almost ended his life, but he survived with solid faith in the Lord. Throughout his life, he consistently believed that prayers are always answered, particularly when reciting the rosary. Proof was when he fervently prayed to the Lord to allow him to marry his first girlfriend, and his request was granted. He married Maria Lourdes and has three children. Catapang’s early life lacked the excitement it later encompassed. He was a typical teenager. He attended high school at the Claret School of Quezon City. Shortly after graduating from PMA, he pursued graduate courses at the University of the Philippines. He is the second of four children of Gregorio Catapang Sr., a lawyer for the Securities and Exchange Commission, and Lourdes Punzalan, an accountant at the Department of Finance, from whom he learned the value of public service. As a military officer, Catapang rallied the troops to strictly adhere to the AFP’s slogan of “Kawal DISIPLINADO, bawal ABUSADO, dapat ASINTADO” — three key words that spell out the Do’s and DON’T’s to become proficient in fire and maneuver and avoid collateral damage; be respectful of human rights, adhere to international humanitarian law and the rule of law, and the rules of engagement. Catapang moved on with his career and retirement life, carrying an excellent performance standard, exemplary leadership and a keen vision. Answered post-retirement prayer After retiring from active military service spanning 34 years, he received a divine blessing through a new mission. Following seven years of working as a farmer, he experienced a life-altering moment on the evening of October 19, 2021. Justice Secretary Jesus Crispin “Boying” Remulla gave him an offer to lead the Bureau of Corrections. Unaware of the challenges that awaited him within the BuCor, especially at the New Bilibid Prison, he accepted the offer. It was only later that he discovered the appalling issues of corruption among the prison staff and the dire condition of the overcrowded facilities. Under the guidance of Secretary Remulla, Catapang’s mission to reform the BuCor is yielding positive results. They are actively organizing culminating activities to release eligible individuals who have been deprived of their liberty. To alleviate the overcrowding in the jail facilities, the BuCor is actively organizing and implementing various reforms. The main goal is to transfer all persons deprived of liberty from the maximum security compound of the NBP to new facilities outside of Metro Manila. Catapang is confident plans will come to fruition, as they have already presented their long-term reform plan to President Ferdinand Marcos Jr. for approval. “At present, the reformation of BuCor is in full swing. I am confident we will accomplish and make things happen,” he said. The NBP, he said, is undergoing a significant transformation. The plan is to shut down the NBP in Muntinlupa and repurpose the area into a new business district similar to Bonifacio Global City in the southern part of Metro Manila. Explaining the reason behind the decision, he said high-end residential communities surround the current location of the NBP in Muntinlupa. To align with the surrounding environment, the intention is to close down the NBP and relocate all inmates to regional jail facilities nationwide. Catapang shared plans to dedicate eight hectares of land within the NBP to improve the living conditions of the settlers and provide them with opportunities for reintegration into society. “We will build condominium units for the settlers at the NBP, complete with amenities like a swimming pool, multipurpose facilities, and the like. Repair of residential houses is no longer possible, including power lines, so we decided to allocate the lands for them,” he added. The government will optimally use the land area by developing it into a business and government center, aligning with the DoJ’s plan. To support the food security initiatives of the President, he said they have already started the cultivation of approximately 10 hectares of land at the Iwahig Penal Colony. The aim is to grow rice and high-yield crops, contributing to the government’s long-term food security plans. “Hopefully, this will be done also to other penal farms of BuCor because we have ample lands for cultivation,” Catapang said. PNP wants calls, texts bared
The Senate Committee on Public Order and Dangerous Drugs is considering amending Republic Act 10175, or the Cybercrime Prevention Act of 2012, to allow the disclosure of computer data, including the content of communications such as calls and text messages, of individuals who are subjects of case investigations. The suggestion came during a public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February. P/Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police Anti-Cybercrime Unit of Cagayan Valley, cited restrictions in RA 10175 as one of the challenges in the investigation of the ambush attack against Alameda and five others. Luyun said they had applied for a warrant to disclose computer data from the phone number of Mayor Bryan Chan, who is among the persons of interest in the case. However, Globe Telecommunications, the service provider for Chan’s phone number, initially said they did not have the equipment to save traffic data. When the warrant was amended and reapplied, Globe submitted traffic but not content data. Traffic data refers to computer data other than the content of the communication, such as the communication’s origin, destination, route, time, date, size, duration, and type of underlying service. Dela Rosa: Amend cybercrime law to check suspects’ mobile data
The Senate Committee on Public Order and Dangerous Drugs is eyeing amendments to Republic Act 10175 or the Cybercrime Prevention Act of 2012 to allow the disclosure of computer data, including the content of calls or text messages by individuals who are subjects of case investigations. This suggestion came during Monday’s public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February, where Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police-Anti-Cybercrime Unit of Cagayan Valley cited restrictions provided in RA 10175 as among the hurdles hampering the probe into the ambush of Alameda and five others. "We applied for a warrant to disclose computer data doon sa number ni Mayor Chan based sa affidavit ni Mrs. Alameda. However, noong una, sinagot ng (telecommunications firm) Globe na they don't have the equipment to save ‘yung traffic data. Pero nung inamend ‘yung warrant, nag-reapply kami Sir, nag-submit naman ‘yung Globe pero walang content" (At first, Globe responded saying they didn't have the equipment to save traffic data. But when we amended the warrant and reapplied, Globe submitted but there was no content), Luyun told the committee chaired by Sen. Ronald "Bato" Dela Rosa. Aparri Mayor Bryan Chan was among the persons of interest in the attack on Alameda and his five companions in Purok 5, Sitio Kinakao, Baretbet, Bagabag, Nueva Vizcaya. Under Section 14 of RA 10175, “law enforcement authorities, upon securing a court warrant, shall issue an order requiring any person or service provider to disclose or submit, within 72 hours from receipt of such order, subscriber’s information, traffic data or relevant data in his/its possession or control, in relation to a valid complaint officially docketed and assigned for investigation by law enforcement authorities, and the disclosure of which is necessary and relevant for the purpose of investigation.” Traffic data or non-content data refer to any computer data other than the content of the communication, including, but not limited to the communication’s origin, destination, route, time, date, size, duration or type of underlying service. "So maybe i-amend natin ‘yang batas na ‘yan na pagdating sa investigation ng isang krimen ay dapat obligado ang service provider like Globe to disclose to the investigating agencies ‘yung contents ng kanilang cellphone" (Maybe we should amend that law when it comes to the investigation of a crime, so service providers like Globe should be required to disclose to the investigating agencies the contents of their cellphone), Dela Rosa said. BARMM Governors Caucus, for what?
As this column had predicted, it was bound to happen. There is no stopping the confrontation between the leadership of the Bangsamoro Regional Government, dominated by the Moro Islamic Liberation Front, and the incumbent governors in the region. It’s a clash between status quo and change. The emerging Moro leaders in the region were personified by the governors advocating reforms versus the well-entrenched dynasties. Everything pointed to it happening. They can swear to high heavens that no such thing will happen, but their actions betray their intentions. This column sees them as being civil to each other only for public consumption. But below the sea of calm is a raging current with each side preparing to unleash their powers. Their body language says it all. A political showdown is imminent for what Moro political opinionist, Sultan Pangnal Datu Ramos, describes as a Battle Royale. In a move that was nothing but an alignment and consolidation of political forces, the five elected governors in the BARMM convened what they conveniently called the “BARMM Governors Caucus (BGC)” in Cagayan de Oro City on 6 June. Present were Mamintal “Bombit” Adiong Jr. (Lanao del Sur) who played host, Abdusakur Tan (Sulu), Bai Mariam Mangudadatu (Maguindanao del Sur), Ysmael Sali (Tawi-Tawi), and Malusso Mayor Hanie Bud, president of the Basilan League of Municipalities, representing Governor Hadjiman Hataman-Salliman. This was not the first time they met. In fact, after every major political development in the region that they saw as a threat to their political sway over their turf, they met and made known their position which was not always in sync with that of the BARMM leadership. In a press statement heavy with motherhood phrases meant for public consumption, they claimed that the BGC is “a platform that will advocate and promote the issues our constituents have identified as critical. The Caucus will engage in dialogue toward greater cooperation and collaboration with the national and regional governments and multisectoral groups.” If their intention is honest and true, why did they not involve the BARMM as the immediate tier in the governance set-up in addressing critical issues? Why sideline the regional government which could help them promote the interest of their public? Why was the newly appointed governor of Maguindanao del Norte not invited to the caucus? Is it because he is identified with the leadership of the BARMM having been a senior minister before his appointment by the President? If they wanted a dialogue, why didn’t they involve national and regional officials or their representatives in the forum? The manifesto likewise said that “the Caucus is committed to supporting the peace process and the BARMM. But of course, who would want unpeace? A disruption of the peace will adversely affect their decades-old dynasties. Their actions belie their claim of support for the BARMM. They look at BARMM as nothing but a threat to their political grip on their individual fiefdoms. The BGC is the sum of past dialogues and meetings of these governors with the agenda manifestly not in tandem with the interest of the BARMM leadership. When BARMM was being conceptualized and was later submitted for legislation, Gov. Tan challenged the move before the Supreme Court and when the BARMM officials lobbied for the postponement of the parliamentary election which led to the extension of their terms of office, most governors opposed it. And they likewise opposed certain provisions of the Bangsamoro Electoral Code which was passed by the regional parliament over their objection. The recent ambush of Gov. Adiong alerted these governors to a serious threat to their leadership and they decided to band closer together to protect their political interests. They raised concerns about the non-completion of the decommissioning process, which has allowed the armed MILF to continue carrying their firearms in public with impunity. How can you face and win over an enemy whose followers are allowed by the government to pack six shooters? This scenario could definitely put the MILF’s Bangsamoro Justice Party at a huge advantage. Regional Specialty Centers eyed
Senator Christopher Lawrence “Bong” Go, author and principal sponsor of the Regional Specialty Center bill, recently stressed the significance of these facilities in providing accessible and specialized healthcare services to Filipinos across the country. In an ambush interview after attending the groundbreaking for the Super Health Center in Digos City, the lawmaker explained that the primary objective of these specialty centers is to bridge the gap between the people and essential specialized healthcare services. To recall, Congress on 31 May ratified the Bicameral Conference Report on the Regional Specialty Centers Act and the measure will soon be transmitted to the Office of the President for the approval of President Ferdinand Marcos Jr. By establishing these specialty centers in various regional hospitals, Go believes that it will alleviate the burden faced by patients who have to travel to Manila and other urban areas for specialized treatments. He also said that the Department of Health will identify the regional hospitals capable of housing the specialty centers. The senator stressed the importance of bringing medical services closer to Filipinos who may face challenges in accessing healthcare in Metro Manila. Many citizens lack the means to travel to the capital, have no relatives there, and face additional expenses such as transportation, accommodation and food. With the establishment of the Regional Specialty Center, patients will have the opportunity to receive top-notch medical care from government health facilities in their own regions, saving them time, money and effort. Go also revealed plans to expand specialized medical services at the Southern Philippines Medical Center in Davao City to include renal care, brain and spine treatment, and orthopedic services, eliminating the need for patients to travel to the Philippine Orthopedic Center in Quezon City, for example. According to the DoH’s timeline, the establishment of specialty centers in National Capital Region will take place in Amang Rodriguez Memorial Medical Center, Quirino Memorial Medical Center, East Avenue Medical Center, Tondo Medical Center, Jose R. Reyes Memorial Medical Center, Valenzuela Medical Center, Las Piñas General Hospital and Satellite Trauma Center, Rizal Medical Center, and Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium. He also said that the Department of Health will identify the regional hospitals capable of housing the specialty centers. In Luzon, specialty centers will be established in Baguio General Hospital and Medical Center, Region I Medical Center, Ilocos Training and Regional Medical Center, Mariano Marcos Memorial Hospital and Medical Center, Cagayan Valley Medical Center, Region II Trauma and Medical Center, Southern Isabela Medical Center, Dr. Paulino J. Garcia Memorial Research and Medical Center, Bataan General Hospital and Medical Center, Mariveles Mental Wellness and General Hospital, Batangas Medical Center, Ospital ng Palawan, Culion Sanitarium and General Hospital, Bicol Medical Center, Bicol Region General Hospital, Geriatric Medical Center, Bicol Medical Center, and Bicol Regional Hospital and Medical Center. The Visayas region will witness the creation of specialty centers in Western Visayas Medical Center, Western Visayas Sanitarium and General Hospital, Corazon Locsin Montelibano Memorial Regional Hospital, Vicente Sotto Memorial Medical Center, Governor Celestino Gallares Memorial Medical Center and Eastern Visayas Medical Center. Bong Go calls for strengthening road safety measures and education campaign
In observance of Road Safety Month, Senator Bong Go emphasized the critical need to strengthen road safety measures in the country, urging for an intensified education campaign and the enactment of Senate Bill No. 1290, also known as the Walkable and Bikeable Communities Act. A co-sponsor of the bill, Go aims to establish safe routes for cyclists, pedestrians, and slow vehicles across the entire country. In an ambush interview after personally providing aid to poor residents in Sta. Praxedes, Cagayan on 18 May, Go expressed his concern about the deaths recorded in the country each year due to road crashes. “According to the DOTr (Department of Transportation), mayroon pong around 11,000 deaths recorded kada taon sa Pilipinas dahil po sa road crashes,” cited Go. “Sa kadalasan po, ito pong drunk driving, over speeding, texting while driving, iwasan po natin ‘yan, at human error,” he added. Based on the 2018 World Health Organization's Global Status Report on Road Safety, the Philippines is showing a growing number of road traffic deaths, with a mortality rate of 12.3 for every 100,000 residents. This positions the country as the tenth most dangerous in Asia in roadway mortalities. Additionally, Southeast Asia is notable for having the second-highest incidence of road traffic deaths worldwide. To combat this issue, Go urged the relevant government agencies involved in the Philippine Road Safety Plan for 2023 to 2028 to intensify the road safety education campaign nationwide. “Halimbawa, ‘yung mga kumukuha po ng driver’s license, siguraduhin pong complied talaga, dapat walang palusot, dapat pumasa sa mga practical at theoretical lessons. Kasi mayro’ng iba sa kanila nagpapakuha na lang sa mga fixer,” Go pointed out. The senator emphasized that road safety is not only crucial for drivers and their passengers but also for pedestrians. He also urged everyone to abide by the law and drive safely, emphasizing the shared responsibility to ensure road safety for all. In addition to his advocacy for education and awareness, Go is also pushing for the enactment of SBN 1290, which aims to provide secure and easily accessible routes for pedestrians, cyclists, and non-motorized vehicles. The bill, authored by Senator Pia Cayetano, has already passed the third reading in the Senate. Go highlighted the importance of promoting alternative modes of transportation, such as cycling, walking, and slow vehicles, by establishing a network of safe pathways, bicycle lanes, walkways, and slow streets across the country. “Importante dito, ligtas at healthy tayo kapag nakapagbike tayo at (friendly) sa ating environment, at exercise din po ito sa ating katawan. Go hails Pinoys for SEAG performance
In a display of national pride and admiration, Senator Christopher “Bong” Go, Chair of the Senate Committee on Sports, lauded all Filipino athletes for their outstanding performances in the recently-concluded Southeast Asian SEA Games in Cambodia. In an ambush interview after his visit to Santa Praxedes, Cagayan on Thursday, 18 May, Go highlighted that after bagging 58 gold medals, the Filipinos’ success is a testament to the indomitable spirit and determination of the Philippine sporting community. As an avid sports fan, Go extended his warm congratulations to the national basketball team, Gilas Pilipinas, for their exceptional 80-69 victory against Cambodia to reclaim their SEA Games gold. Last 12 to 13 May, Go personally visited Cambodia and showed his support for the Filipino athletes competing in the SEA Games, together with his colleagues Senate President Miguel “Migz” Zubiri and Senator Francis “Tol” Tolentino, among other officials. In total, the Philippines bagged 58 gold, 85 silver, and 117 bronze medals. Considering the significance of the SEA Games as a platform for fostering unity, camaraderie, and friendly competition among nations, Go then highlighted the importance of supporting and nurturing the growth of sports at the grassroots level, ensuring that Filipino youth have ample opportunities to pursue their sporting dreams. Last Tuesday, Go visited Lapu-Lapu City, to hand out assistance to struggling Cebuanos, including members of the youth sector and a fire-hit household. Held in the mayor’s conference room at the Lapu-Lapu City Hall, Go’s team distributed snacks, masks, vitamins, and shirts to a total of 20 residents. In addition, a fire-hit family received grocery packs. They also handed out cellular phones, umbrellas, and balls for basketball and volleyball. Go’s office likewise extended aid to the families affected by armed conflict in Datu Saudi Ampatuan, Maguindanao del Sur from May 16 to 17. The senator’s outreach team distributed vitamins, masks, snacks, caps and shirts to 1,912 affected residents. Solons seek contingency plan for Taiwan OFWs
Senators on Monday urged the government to provide a contingency plan for overseas Filipino workers in Taiwan as a precautionary measure in case the geopolitical tension between Beijing and Taipei further worsens. Senator Francis Tolentino suggested that a simulation of the evacuation of more than 150,000 OFWs in Taiwan should be part of the country’s Balikatan Exercises. “I advise the head of the Balikatan Gaming Exercise — Philippine side — to include in their practice next year how we evacuate [OFWs] using ships from Taiwan to Cagayan or Batanes in case —for contingency,” Tolentino said in an ambush interview. He pointed out that sea evacuation is the most feasible type of evacuation plan to quickly repatriate OFWs working in Taiwan following a report from The Washington Post that the self-ruled island is “highly vulnerable” to air attack from China’s People’s Liberation Army-Air Force and “is unlikely to thwart Chinese military air superiority in a cross-strait conflict.” The vice-chairperson of the Senate Committee on National Defense also said that the participation of commercial vessels in the evacuation simulation should be also considered to hasten the repatriation of affected OFWs in case a full-scale conflict between Beijing and Taipei escalates along the Taiwan Strait. Senator Francis “Chiz” Escudero echoed the same sentiments, adding that the government should have contingency plans for every country that hosts Filipinos. “That should be given for every country where we have OFWs. Being prepared for any contingency is part of the readiness that our embassies and consulates should always be ready to do,” Escudero said in a statement. ‘Proactive’ Meanwhile, Senate Majority Leader Joel Villanueva underscored that the national government’s policies must remain proactive, particularly when dealing with OFWs’ safety and security. “We expect the Department of Migrant Workers (DMW), Department of Foreign Affairs (DFA), Department of National Defense (DND) and the Armed Forces of the Philippines (AFP) to act now and come up with a contingency or a safety and security plan which include repatriation, relocation and reintegration to prepare our OFWs in case of any eventuality, natural or otherwise,” Villanueva said. “We have included repatriation and reintegration programs in the DMW act, which we principally authored and sponsored, to ensure readiness and quick response to such contingencies,” he added. He also said the safety of OFWs should be the country’s top priority not only in Taiwan but to every Filipino abroad. “The government needs to assure that all concerned agencies are doing everything they can to ensure that the rights of all OFWs, not only those in Taiwan but all our kababayans abroad, are well protected and their welfare is on their top priority,” he said. Senator Jinggoy Estrada also said at the government must exhaust all means to ensure the safety of OFWs in Taiwan. “It would be prudent on the part of the government to always have contingency plans for Filipinos living and working not only in Taiwan but anywhere in the world if evacuation is needed,” Estrada said in a statement. “I do not see anything wrong if we will prepare for unwanted scenarios while we are hoping that diplomacy and dialogue between Taiwan and China will prevail,” he added. China considers Taiwan, an ally of the United States, as part of its territory, to be retaken one day -- by force, if necessary. Last week, Beijing conducted a three-day live-fire drills near Taiwan, in response to Taiwanese President Tsai Ing-wen’s recent trip to the United States. Earlier this day, Manila Economic and Cultural Office Chair Silvestre Bello III said the 158,410 Filipinos in Taiwan are “well protected” on the island nation.
