The 7 October terror attack was the worst in Israel’s 75-year history, if not the world’s, with the massacre of 1,400 individuals by a murderous horde that crossed the border from Gaza. Around 200 foreigners were confirmed dead by their national authorities, many also holding Israeli nationality. Israel estimates 222 people were abducted. The United States reported 31 dead, 13 missing, others abducted, with 13 Americans unaccounted for. Hamas released two American hostages on Friday, which was calculated to delay the imminent ground assault by Israeli troops. Another two Israeli hostages were released on Tuesday. Thailand has among the most casualties after Israel and the US, with 30 dead. Some 19 Thai hostages are in the hands of the terror organization. About 30,000 Thais work in Israel, most in the agricultural sector. Tourism Secretary Christina Garcia Frasco yesterday welcomed the electronic visa (e-visa) for Chinese tourists, saying it will surely improve the experience of inbound travelers and visitors, and have a positive impact on the country’s international arrivals, especially for the Chinese and Indian markets. “We believe that this will foster even closer people-to-people exchanges, cultural understanding, and vibrant tourism cooperation,” Frasco said. This developed after the visa reforms convergence meeting organized by the DoT last 24 March 2023. Following the directive of President Ferdinand Marcos Jr., the DoT, the Department of Foreign Affairs, the Department of Information and Communications Technology, the Department of Justice, and the Bureau of Immigration discussed the streamlining of the visa application process, to enhance convenience and accessibility for all international travelers, starting with Chinese visitors. The e-visa is considered one of the ways to raise the confidence of airlines, charter operators, and travel agents to resume flights from various points in China directly to tourist destinations in the Philippines, like Boracay, Bohol, Cebu, Legazpi, Clark, Laoag, Lallo, and Manila, with the projected ease and speed of visa processing. In 2019, more than 1.7 million Chinese visitors came to the Philippines, DoT data showed. Hardline Cambodian PM Hun Sen to step down after four decades
Cambodian Prime Minister Hun Sen, one of the world's longest-serving leaders, said Wednesday he will resign and hand power to his eldest son after almost four decades of hardline rule. The former Khmer Rouge cadre has run the kingdom since 1985, eliminating all opposition to his power, with opposition parties banned, challengers forced to flee and freedom of expression stifled. His Cambodian People's Party won a landslide victory in an election on Sunday with no meaningful opposition, taking 82 percent of the vote, paving the way for a dynastic succession to his eldest son that some critics have compared to North Korea. "I would like to ask for understanding from the people as I announce that I will not continue as prime minister," the 70-year-old said in a special broadcast on state television. Election authorities disqualified the only serious challenger, the Candlelight Party, on a technicality in advance of the election, and the CPP is expected to win all but five lower house seats. The government hailed the 84.6 percent voter turnout as evidence of the country's "democratic maturity" but Western powers including the United States and European Union condemned the poll as neither free nor fair. Hun Sen said Hun Manet, a 45-year-old four-star general, would take over as prime minister at the head of a new government on the evening of August 22. "I ask people to support Hun Manet who will be the new prime minister," he said. Modern Cambodia naval base nears completion
A Cambodian naval base that the United States suspects will be used by China’s military is almost complete, according to the country’s defense ministry. “It is near completion. We will inaugurate it soon,” Chhum Socheat, a Cambodian defense ministry spokesperson, told Agence France-Presse. Socheat denied that it is a Chinese military base, saying Cambodia is just modernizing the facility to protect the country’s territory. New satellite images from BlackSky, a US commercial imagery company, show a 363-meter-long pier jutting from Ream base into the Gulf of Thailand. The Cambodian defense ministry spokesperson also denied that the base will have a berth for aircraft carriers. The Bureau of Immigration on Sunday reported that its operatives have intercepted a Filipina bound to Thailand — supposedly a victim of human trafficking — along with her alleged recruiter. BI officers at the Ninoy Aquino International Airport, according to the report, intercepted the Filipina identified only as “Lynne” after she tried to board a Philippine Airlines flight to Bangkok on Friday. Authorities said that the Filipina presented herself as a tourist traveling with her friend identified only as “Che” after previously working as a factory worker in Taiwan. However, Immigration officers noted several inconsistencies with her statements and documents and later found that she had been recruited to work for a Thailand-based Chinese company. BI officers also suspected “Che” to have facilitated “Lynne’s” recruitment, providing her with fake documents to make the victim appear like a legitimate tourist and disclosing that the alleged recruiter was allegedly working as a recruitment assistant for a manpower agency in the Philippines and has multiple travels to Thailand. “We are now looking into alias Che’s records to see if she has facilitated the travel of other workers in the past,” BI Commissioner Norman Tansingco said. Previously, another suspected human trafficking victim was also intercepted by authorities last Wednesday after trying to leave the Philippines for Vietnam, claiming that she was traveling to Vietnam as a tourist upon the invitation of a Vietnamese friend. But the Department of Migrant Workers revealed that the individual identified as “Issa” was actually bound for Cambodia after being illegally recruited. “We suspect they might have been recruited for a catphishing syndicate, similar to those previously intercepted and repatriated,” Tansingco said. ASEAN-plus-three to meet on South China Sea, economic ties
Economic cooperation and the disputed South China Sea will be on the agenda when Southeast Asian foreign ministers meet their Chinese, Japanese and South Korean counterparts for ASEAN-plus-three talks on Thursday. China will be represented at the talks by top diplomat Wang Yi instead of Foreign Minister Qin Gang after Qin pulled out for "health reasons", according to the Chinese foreign ministry. Japanese Foreign Minister Yoshimasa Hayashi and his South Korean counterpart Park Jin will also attend. Beijing has declined a US invitation for a meeting in Singapore between Defense Secretary Lloyd Austin and his Chinese counterpart Li Shangfu, the Pentagon said Monday. "Overnight, the PRC informed the US that they have declined our early May invitation for Secretary Austin to meet with PRC Minister of National Defense Li Shangfu in Singapore this week," Pentagon spokesman Brigadier General Pat Ryder said in a statement, referring to the People's Republic of China. "The PRC's concerning unwillingness to engage in meaningful military-to-military discussions will not diminish (the Defense Department's) commitment to seeking open lines of communication with the People's Liberation Army," Ryder said. A senior US defense official described the declined invitation as "just the latest in a litany of excuses," saying that since 2021, China has "declined or failed to respond to over a dozen requests from the Department of Defense for key leader engagements, multiple requests for standing dialogues, and nearly ten working-level engagements." Li was sanctioned by the US government in 2018 for buying Russian weapons, but the Pentagon says that does not prevent Austin from conducting official business with him. Philippines rescues over 1,000 trafficking victims
Philippine authorities have rescued over a thousand people from several Asian nations who were trafficked into the country, held captive, and forced to run online scams, an official said Saturday. International alarm has grown in recent months over internet scams in the region often staffed by trafficking victims tricked or coerced into promoting bogus crypto investments. Michelle Sabino, a spokeswoman for the Philippine national police force's anti-cybercrime group, said officers raided a cluster of buildings Thursday in Mabalacat City, about 90 kilometers north of Manila. A total of 1,090 people were rescued who had been recruited to run online scams. Sabino said the victims were forced to target unsuspecting people in the United States, Europe, and Canada. Their passports were confiscated and they were made to work up to 18 hours a day, with salary deductions for interacting with colleagues or taking extended breaks. "You're like a prisoner without a cell. You're not even allowed to talk to your roommates," Sabino told AFP. "They're not allowed to leave outside the bounds of the gate. After 18 hours of work, they're brought to their dormitory." The victims were mostly Chinese nationals, Vietnamese, Filipinos, and Indonesians, police said in a separate statement.
