BSP: Home prices up in second quarter
The Bangko Sentral ng Pilipinas on Thursday reported prices of new housing units nationwide increased in the second quarter by 5.3 percent from 1.4 percent in the previous quarter, while availability of home loans improved to -4.3 percent from -9.1 percent during this period. Compared to the second quarter last year, overall housing prices grew by 14.1 percent as more consumers recovered from the pandemic. Residential prices in the National Capital Region or NCR were up to 15.4 percent, while those outside this region grew to 13.8 percent year-on-year. Quarter-on-quarter, residential prices rose to 7.7 percent in the NCR from -4.3 percent and steadied at 4.4 percent in the provinces. The highest growth in prices was seen in single-detached/attached houses with 6.7 percent, followed by duplex units with 4.8 percent, condominiums with 3.8 percent, and townhouses with 3.7 percent. The average appraised value of housing units in the NCR stood at P127,884 per square meter between the first quarter of 2016 and the second quarter this year. The BSP said this is higher than both the national average and the average appraised value in the provinces at P54,496. Home loans nationwide Meanwhile, home loans granted nationwide improved to -4.3 percent from -9.1 percent on a quarterly basis. Home loans approved in Metro Manila increased to 0.6 percent from -13.2 percent, while those in the provinces also grew to -6.3 percent from -7.1 percent. Majority of these loans were used to purchase single-detached/attached houses with 49.1 percent share, followed by condominiums with 33.6 percent, and townhouses with 16.8 percent. Majority of home loans came from the CALABARZON Region with 34.1 percent share, followed by the NCR with 29 percent. The rest of the loans came from Central Luzon (13.4 percent), Central Visayas (7.1 percent), Western Visayas (5.7 percent), Davao Region (3.4 percent) and Northern Mindanao (1.8 percent). 165 new Covid cases detected
The Philippines confirmed on Monday 165 new Covid-19 cases, increasing the country’s total cases since the outbreak’s inception to 4,118,885. According to the Department of Health’s Covid-19 tracker, active cases declined by 54 to 2,970, while recoveries increased by 558 cases to 4,049,192. The death toll has remained at 66,723 for the second day in a row. Metro Manila had the most new cases in the previous 14 days with 860, followed by CALABARZON with 397, Central Luzon with 205, Davao Region with 120, and Central Visayas with 97. Quezon City had the most new Covid-19 cases in the last 14 days with 231, followed by Cavite province (132), Rizal province (121), Laguna province (101), and Bulacan province (97). A model urban community
As a young boy, I loved drawing a “roadmap” of livable communities where family and industry were central to this unadulterated fun design. I would put skyscrapers and blend these with old trees, brilliant lights, and flowers along walkways and entertainment centers. The distance between neighborhoods was enough to give space and privacy. In this universe, people of different economic classes are resilient to the challenges and complexities of modern living. I grew up in a small town with inadequate potable water and transportation. There was a thin line between regression and progression where one cannot differentiate silt from clay particles when wading through the flooded, muddy streets of Barangay Busugon in San Remigio municipality. Life then was simple but joyous because of my family and the neighborhood. This was my unsophisticated urban planning, where things that matter most to me can be found in one place. Although I did not become a city or urban planner, my interest in “designing” communities is as strong as my entrepreneurial consciousness. It has become an advocacy. Be that as it may, urban planning, a form of spatial planning, requires strategic innovations and thorough study to develop equitable habitats and sustainable human settlements and development. A strategic plan, or a development plan, considers population growth, zoning, geographic mapping, structural and people’s safety analysis, water supply, and essential social services. Urban planning, says the United Nations Human Settlements Programme or UN-HABITAT, should “improve policies, plans, and designs for more compact, socially inclusive, better integrated, and connected cities that foster sustainable urban development and are resilient to climate change at the city, regional, and national levels.” The world’s best-planned urban cities include Singapore City in Singapore, Brazilia in Brazil, Chandigarh in India, Seoul in South Korea, and Copenhagen in Denmark. In the Philippines, five regions that surpassed the national level of urbanization in 2020 are Calabarzon (70.5 percent), Davao (66.8 percent), Central Luzon (66.3 percent), and Soccsksargen (55.5 percent), according to the 2022 report of the Philippine Statistics Authority (PSA) based on the 2020 population census. The cities of Angeles in Pampanga and Mandaue in Cebu had the highest level of urbanization, with 100 percent each. Of the country’s 81 provinces, 11 provinces registered a level of urbanization higher than the national level in 2020. On a sad note, Eastern Visayas (14.7 percent), Cagayan Valley (19.5 percent), Bicol (23.8 percent), Ilocos (25.5 percent), and Bangsamoro Autonomous Region in Muslim Mindanao (27.6 percent) posted the lowest level of urbanization, the same PSA report showed. Overseas, towns and villages have adapted to technological innovations and big data for urban analytics. Urban planners now consider including countryside localities in developing sustainable and resilient communities despite needing more resources, strategies, and expertise. Many urban planners find harmony in geometry and numbers, taking a leaf from the ancient works of Greek architect and mathematician Hippodamus of Miletus, considered the father of urban planning. Today’s towns and cities incorporate functional innovations where everything gets “smart,” from people to intelligent traffic lighting and drones, better infrastructures, facilities, and communications systems, and a strategic blueprint for mitigating the impact of climate change and other environmental problems. With the booming population nationwide, it would be wise to create more growth areas outside the center of progress to improve service and operational efficiency. Local executives and councils must do much work to empower those who must catch up and provide leadership in a highly competitive environment. After all, greater economic inclusion should benefit people with low or no incomes and vulnerable sectors. The beauty of inclusive urban planning lies in ensuring that all can partake of its benefits. As Greek philosopher Socrates once said: “By far the greatest and most admirable form of wisdom is that needed to plan and beautify cities and human communities.” Ultimately, any strategic urban design should not only be a mixture of arts and humanities, but also a fusion of science and numbers. DSWD assists bereaved family of Criminology student who died of hazing
The Department of Social Welfare and Development through its Field Office CALABARZON, expressed condolences and provided cash aid to the grieving family of Ahldryn Bravante, a criminology student who lost his life after undergoing fraternity-related hazing on Monday evening, 16 October. The DSWD CALABARZON extended P10,000 worth of cash assistance to the bereaved family and issued a guarantee letter to the funeral service provider, covering the hazing victim’s burial expenses amounting to P40,000 on Thursday, 19 October. DSWD CALABARZON Regional Director Dr. Barry Chua also offered educational assistance for Ahldryn’s two siblings and his 6-year-old daughter. “The loss of a loved one is an incredibly distressing and overwhelming experience, and the DSWD is committed to supporting families in their time of need,” Assistant Secretary for Strategic Communications Romel Lopez, who is also DSWD spokesperson, said. Digna Esguerra-Cabrera, Ahldryn’s grandmother, expressed her gratitude to the DSWD for providing necessary support to the family in the untimely demise of Ahldryn. “Malaking tulong po sa kanila yun sa gastusin. Hindi naman nila kakayanin yung gagastusin...talagang walang pagkukuhanan (That is a big help for them with the expenses. They would not be able to afford the costs...there’s really no other source.),” a teary-eyed Cabrera said. Aldhryn, a 25-year-old student of the Philippine College of Criminology and resident of Imus, Cavite, was subjected to hazing by a fraternity group in an abandoned building in Quezon City, based on the investigation report of the Quezon City Police Department. The CALABARZON Region, an acronym for its five component provinces: Cavite, Laguna, Batangas, Rizal and Quezon, is known for its rich culture, breathtaking sceneries, and delectable food. This is why the Department of Tourism has chosen the region for the second leg of the Philippine Experience Program — showcasing cultural tourism circuit development focused on the heritage, culture, and arts of the country’s various regions. From 30 September to 2 October 2023, delegates of the PEP, including foreign dignitaries from various Embassies, as well as tour operators, travel agencies, vloggers, and members of the media, were given the chance to explore the wonders of CALABARZON. The first stop of the PEP was the shrine in the ancestral home of the country’s first President, Emilio Aguinaldo, the place where the country’s first national anthem was played and where the Philippine flag unfurled. Delegates had a glimpse of the remarkable talents of 51 competing marching bands all over the country at the Bakood Festival, coinciding with the 352nd Founding Anniversary of the City of Bacoor, the marching band capital of the country. PEP participants took an epic trip down memory lane to revisit a small town in Taal, Batangas, richly endowed with well-preserved towers, which made Taal an inspirational cornerstone and pillar of Filipino history. Lunch was served while participants’ feet were dipped at Villa Escudero, Atimonan, Quezon’s gem. The resort plantation offers sumptuous Filipino delis. Paete wood carvers, which the small town of Laguna is known for, also amazed delegates as they saw how these woodcarvers etched their family’s legacy in the town’s history. Delegates were welcomed at Lumban, Laguna, by energetic pupils wearing ternos and barongs. The streets of Lumban offer a wide array of shops selling embroidered Barong Tagalog and Filipinianas, the trademark of Laguna’s oldest town. The Philippine Experience Program is just one of the many projects of Secretary Cristina Garcia Frasco. It aims to diversify the cultural tourism product offerings of the country, equalize opportunities across the regions, support the preservation of the country’s heritage and artistic resources and assets, and, most importantly, instill a sense of pride and patriotism among the Filipino people through a greater appreciation of the country’s inheritance and legacy.
