Police identify persons of interest in ambush attempt on Misamis Occidental Gov.
The Philippine National Police on Wednesday said they now have persons of interest in the attempt on the life of Misamis Occidental Governor Henry Oaminal. PNP spokesperson Col. Jean Fajardo, said they could not give the details yet or identities of the people behind the detonation of an improvised explosive device when Oaminal and his group narrowly escaped death during a highway explosion in Clarin town while en route to Ozamiz City less than an hour before midnight on 15 October. Fajardo however said that they are now tracking a vehicle that was spotted in Barangay Lapasan in Clarin town before the ambush try. Fajardo added that investigation revealed that the IED used also has traces of ammonium nitrate and was triggered by a cellular phone. Investigators, the police official said, also are not discounting that the attempt on the life of Oaminal may have been politically motivated. Security precautions were beefed up in the province and other places where the governor frequently visits. Fajardo added that PNP Chief Gen. Benjamin Acorda Jr. has instructed all the local police chiefs in the area to coordinate with the local executives to prevent similar untoward incidents. Governor Oaminal, on the other hand, said earlier that crime groups wanted him out because of the progress of the province in terms of peace and order. The attack on his life, Oaminal said, was orchestrated by those who are behind narco-politics trying to make a comeback in the province. Village chiefs no say over 4Ps list removal
General Santos City — The City Social Welfare Development Office on Wednesday clarified that barangay officials and other local leaders have no power or authority to remove any 4Ps member in the official list from the DSWD. Sarah Kate Batilong of the CSWDO disclosed to the city council that barangay officials who are candidates in the upcoming BSKE next month must prohibit themselves in trying to intimidate or threaten beneficiaries with disenfranchisement if they are being found out not supporting a candidate. She added that only the DSWD can remove a beneficiary from the official list once they violate certain guidelines and provisions of the said program after thorough investigation and verification. To recall, the city councilors has invited the CSWDO to air some concerns they have received from the barangays saying that allegedly some barangay officials used the DSWD programs such as TUPAD and AICS to their leverage to solicit votes in the Barangay and Sangguniang Kabataan Elections 2023. When pressed by city councilor Elizabeth Bagonoc if there are any orders or memo addressed to the CSWDO on the event of inviting local officials to serve as witnesses during the releasing of payouts, Batilong said that there was none. Six loose firearms seized
ZAMBOANGA CITY— At least six High-powered loose firearms were turned over to the soldiers of the 1st Mechanized Battalion by five barangay chiefs of Sultan Sa Barongis in Maguindanao del Sur. Lt. Col. Jayson Domingo, commander of the 1st Mechanized Battalion, said the five barangay chairmen surrendered the loose firearms in response to the Balik Baril program of the military in the area. Among the loose firearms turned over were two Cal. 30 M1 Garand Rifle, one RPG, one Cal. 50 Barret Sniper Rifles, one 9mm KG9 SMG, one 40mm M79 and ammunition; an M203 Grenade Launcher. The turnover ceremony of the Balik-Baril program was conducted at the Municipal Hall in SSB, Maguindanao del Sur on Tuesday and witnessed by Sultan Sa Barongis Mayor Allandatu Angas Sr. Brig. Gen. Andre Santos, commander of the 1st Mechanized Brigade, accepted the loose firearms in the presence of Police Lt. Alfred Gregory, chief of Sultan Sa Barongis Municipal Police Station. Meantime, Joint Task Force Central commander Maj. Gen. Alex Rillera said that the program will help authorities remove the weapons from the hands of individuals who are not authorized to carry firearms. “I commend the great contribution of our barangay officials, the mayor of Sultan sa Barongis and other officials with your help to dismantle the loose firearms which is one of the programs of the administration of President Marcos Jr., to eradicate any criminality here in our place,” Rillera said. Maguindanao Norte ops yield loose firearms
ZAMBOANGA CITY — Authorities have collected 40 weapons of war from four barangay chairpersons of Talitay town and some residents of Datu Odin Sinsuat in Maguindanao del Norte as part of the measures to keep the Barangay and Sangguniang Kabataan Elections on 30 October free from any hostilities. Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao commander P/Brig. Gen. Allan Cruz Nobleza disclosed on Sunday that four village chiefs surrendered their loose firearms to authorities in Barangay Poblacion in Talitay on Friday. A similar gesture was also demonstrated by residents of 34 villages of DOS on the same day after the local government of the municipality called on them to surrender their loose firearms to authorities. Nobleza identified the four village chiefs of Talitay as Solaiman Buisan of Barangay Poblacion, Kuli Mama Datulukes of Barangay Kilalan, Azmy D. Guiamadel of Barangay Bintan and Mamatanto Manap of Barangay Kuden. The four village chiefs turned over one unit Home Made 50.CAL Sniper Barret: one unit of 7.62 Sniper Rifle; one unit of Home Made Shotgun; and one unit of .38 Caliber revolver without ammunition. Nobleza said that the operation against loose firearms will continue to intensify across the BARMM. He also called on the remaining private individuals and local officials to lay down their unlicensed firearms for the overall peace and security in the Bangsamoro region. Over at Datu Odin Sinsuat, at least 36 different types and calibers of firearms were collected by the local government as part of the Balik-Baril Program of the government. Datu Odin Sinsuat Mayor Datu Lester Sinsuat said that his government collected 36 different calibers of firearms in the 34 barangays of the municipality. Among the surrendered weapons were a Cal .50: BMG machine gun; a Sniper, Cal 50; a Cal. 30 Awards; nine 7.62mm M14 rifles; five 5.56mm M16 rifles; two 12 Gauge Shotguns; two M203 Tube Launchers; six 40mm M79 GLs; two RPGs; five 9mm UZI SMGs; a Cal. 22 Basic Assault Rifle; one 38mm Revolver and two Ammunition of 40mm. Compensating Marawi siege victims
The program to compensate victims of the Marawi siege will sink or swim on funding. Politico-sociocultural and human factors, including administrative hurdles, aside, the key to its success hinges on the sincerity of the government in providing the needed funds. Of course, the integrity of the distribution through the mechanism laid down by the Marawi Compensation Board or MCB also counts. It will take a lot of lobbying and follow-up to shepherd the program. And for this purpose, the civil society groups that had been galvanizing attention to the acute needs of the evacuees will have to reboot their campaign (Are they represented in the MCB? The Compensation Law speaks of their possible membership). MCB needs their “noise” to prevent the program from being relegated to the backburner with serious calamities happening elsewhere that also need funding. It takes a lot of networking and constant reminders to national policymakers about the need for funds. Remember, nothing is specific about how much the government has earmarked to implement the Compensation Law. Everything remains hazy and iffy. What we have learned is that in the 2023 Government Appropriation Act, about P1 billion has been set aside to initialize the program. That was not even specifically appropriated for the Marawi victims but lumped into the appropriation for assistance to disaster-stricken areas. That amount is a ridiculous crumb that is not even enough for the administrative needs of MCB. How can we augment or supplement any annual government appropriation for the Marawi victims? The Bangsamoro Autonomous Government comes to mind. The BARMM Organic Law provides a budget for this contingency. Thus, under Article XIV, Section 2 of RA 11054, the “Special Development Fund — The National Government shall provide a special development fund to the Bangsamoro Government for the rebuilding, rehabilitation, and development of its conflict-affected communities. The amount equivalent to Fifty billion pesos at Five billion pesos per year, for a period of 10 years from the ratification of this Organic Law, shall be allocated for this purpose. The utilization of the fund shall be in accordance with the Bangsamoro Development Plan to be adopted by the Bangsamoro Government.” That’s it. The provision describes to a tee the aid for the rehabilitation of “conflict-affected” Marawi. What we are trying to drive home is that, even if the national government becomes remiss in funding the program, our fallback will be tapping the resources of BARMM. The regional government has so many funds that it can spend legally on the rehabilitation program. We are told that BARMM has already started implementing its assistance to the war victims. Truckloads of building materials were unloaded at the center of the most affected area, Banggolo, for everyone to see. Choosing construction materials instead of cash, as a form of assistance, is a sound idea. Unfortunately, we were told that many victims were not given a heads-up and failed to avail of it. There was a deficit of communication. Victims demand transparency in the distribution to protect the integrity of the process. Apropos of this, there are pedestrian suggestions that come to mind. A strict monitoring of the use of these materials should be conducted by BARMM to ensure that they will not fall into the hands of pseudo-claimants. The local government units, especially the barangay chiefs who know the residents, should be given a role. Care should also be exercised to prevent the materials from being brought to places outside of the most affected priority areas. Personal, social, and consanguineal biases should never play a role in processing claims. The “palakasan” system will defeat the purpose. These are the evils that should be avoided lest they bring to naught the noble purpose of the law. Responsibility should also be defined clearly by identifying the agency and the officials tasked with distributing the largesse. Transparency by publishing the process of distribution, the criteria, and whatever documents are needed to substantiate the claim for assistance must be observed. BARMM should formulate its own Implementing Rules and Regulations to shut off any doubt about the integrity of the distribution. It is a relief that BARMM has initiated the process. Bravo! Pasay counts on good, old `kulambo’ to fight dengue
When they start putting up the mosquito nets, it doesn’t mean it’s time to sleep but rather classes are about to begin. That’s how far the local government of Pasay City is willing to go to prevent dengue. On Thursday it announced that they have installed mosquito nets in 1,431 classrooms in the city as part of its campaign against dengue especially with the rainy season approaching by late May or early June. Pasay City Mayor Emi Calixto-Rubiano visited classrooms in Timoteo Paez Elementary School in Malibay to personally see the installment of the mosquito nets which are called ‘Olyset Nets.’ The nets were made by Japan-based Sumitomo Chemical Asia which, according to their website, ‘uses hybrid polymer and controlled insecticide release technology to repel, kill and prevent mosquitoes.’ These nets are also ‘prequalified’ by the World Health Organization,’ which is said to be a status of trust and reputation in its safety, quality, and efficacy, according to the Food and Drug Administration. “We aim in Pasay LGU to install air conditioning in our classrooms. 1,000 classrooms have already been installed with air conditions, including kindergarten and senior high school classrooms,” Calixto-Rubiano said. She also ordered heads of schools and businesses and barangay chiefs to implement the “Four O’Clock Habit” campaign against dengue, which involves cleaning up areas where mosquitoes are likely to breed every day at 4 p.m. Last month, the Department of Health reported a 94-percent spike in dengue cases between the first quarters of 2022 and 2023.
