Sandigan absolves Alcala in graft raps
The Sandiganbayan has absolved ex-Department of Agriculture secretary Proceso Alcala of a graft charge involving P13.5 million of government funds illegally given to an ineligible farmers’ foundation. In a 40-page decision, the anti-graft court’s Sixth Division cleared Alcala of violating the Anti-Graft and Corrupt Practices Act (RA 3019) purely on reasonable doubt. His co-accused, Laureano Mañalac, however, then-DA head executive assistant, was found guilty of violating the same provision of the law. He was meted up to 10 years behind bars and was permanently barred from holding public office. On top of the conviction, the court ordered him to pay P13.5 million, representing the sum paid to Isa Akong Magsasaka Foundation Inc. or IAMFI. Filed by the Ombudsman in 2018, the case stemmed from the irregular accreditation of IAMFI as a DA development partner for the construction of the Quezon Corn Trading and Processing Center at P13.5 million in 2012. Investigation revealed that IAMFI, which was an ineligible foundation but applied to become a development partner of the DA in May 2011, was controlled by Mañalac. Alcala was accused of conniving with Mañalac to release P13.5 million to IAMFI’s former president, Bautista Ella. State prosecutors said the DA’s erstwhile officials gave the IAMFI unwarranted benefit, advantage, or preference. On 17 July 2019, the Sandiganbayan dismissed the case against Ella owing to his passing. Authenticated document The prosecution’s investigation further revealed that IAMFI submitted together with its application for accreditation an authenticated articles of incorporation, concealing that Mañalac is an incorporator, which was in violation of the Commission on Audit Circular 2007-001, and was “highly irregular.” According to the prosecutors, the DA fell short when it failed to investigate its unlawful grant of P13.5 million in funding to the IAMFI, to which it is not entitled to. “The government suffered undue injury in the amount of P13,500,000, which was illegally given to the IAMFI due to the acts of Manalac. Instead of giving the funds to a qualified foundation, it was given to one ineligible being controlled by Mañalac,” the Sandiganbayan said, brushing off the accused claim that the sum was legally awarded to the foundation. In acquitting Alcala, the anti-graft court ruled that despite the prosecution’s serious efforts, it failed to prove that the ex-DA secretary violated RA 3019. “The court, however, is compelled on reasonable doubts grounds to acquit Alcala of the crime as he claims to have relied on multiple layers of review by his subordinates.” Further, it ruled that “no evident bad faith” could be attributed to Alcala in accrediting and signing the memorandum of agreement with IAMFI; instead, it found that all the offense elements have been proven beyond reasonable doubt in the case of Mañalac. According to the Sandiganbayan, it was “very clear that Mañalac was involved in the processing of the proposal of IAMFI.” Mañalac, who resigned from the DA on 30 September 2012, was “immaterial” and “will not serve to exculpate him,” the court said. “Even with Mañalac’s departure from the DA, the proposal would continue to go through the application process in view of the PMO’s positive preliminary recommendation,” it added. Logo redesign cheapest, says PAGCOR chair
The once-controversial redesign logo of the Philippine Amusement and Gaming Corporation that drew criticism from the public for costing P3 million in government funds is already the “cheapest,” said its chairperson Alejandro Tengco on Monday. Responding to Kabataan Rep. Raoul Manuel’s query during PAGCOR’s briefing on the 2024 national budget before the House Committee on Appropriations, Tengco justified the agency’s spending of P3 million for rebranding the logo was already a steal. In fact, he said, the graphic artist’s act of rebranding the old PAGCOR logo design for P3 million could be perceived as an act of charity. “That’s why that P3 million was very cheap,” Tengco said. During his interpolation, Manuel asked the top PAGCOR official why there was a need to spend such a vast amount, given that other international top brands such as Coca-cola, Twitter and Nike do not spend millions of dollars for such redesigning. “We, in the government, shouldn’t be saving more? And we claim we don’t have fiscal space for other budget items, but for that logo, there is,” Manuel said. The Makabayan lawmaker further noted that the Bangko Sentral ng Pilipinas, which is also a part of the bureaucracy, did not spend millions of funds to redesign its 10-year-old logo, released in 2020. Manuel also said that the country has many graphic artists that could come up with logos that would not cost much. Tengco, on the other hand, countered that the P3 million paid by PAGCOR not only accounts for the logo itself since the graphic designer also has other deliverables, such as traveling the country to examine various divisions and departments of the agency to install the new logo. Moreover, the PAGCOR chief disclosed to the panel that the modification of their logo was to counter thousands of counterfeit licenses now in circulation. Tengco bared that there have been reports from various regions in the Philippines and other international jurisdictions that there are close to a thousand fake licenses going around now. These fake licenses, he said, are being used for illicit operations worldwide, particularly in London, Turkey, Curacao, and also within the country’s borders. “So we decided to redesign the logo immediately to be able to counter such,” Tengco said, brushing off allegations that the revision of the logo was solely for the luxury of the chairman and the board. “So we have to rebrand. When you rebrand, that means you don’t just do a logo specifically. One, the graphic designer, who was awarded the design, has to ensure that the said logo’s implementation and use will be properly done,” the PAGCOR chief told the panel. Meanwhile, Cagayan de Oro Rep. Rufus Rodriguez raised concerns that PAGCOR’s new logo could have infringed on the copyrights of Petron, which many believe have comparisons to PAGCOR’s logo. “It’s not only about the expedite of P3 million, but the fact that the logo that you have has a big similarity to the Petro logo. It looks the same,” Rodriguez said. Tengco, however, confidently answered Rodriguez that he himself examined the logo and denied claims that there was intent to duplicate Petron’s. “I have asked the artist, and we have also asked the artist of Petron. So far, nothing. Actually, eight logos were presented to the board,” he said. “Unfortunately, for some, that’s what the board chose. But definitely, the graphic artist had assured us that there was no infringement and there was no attempt to copy such,” Tengco added. Biden bets on ‘Bidenomics’ for 2024 victory
President Joe Biden is gambling his 2024 re-election on a continued strong US economy and manufacturing resurgence with a speech Wednesday launching his newly branded "Bidenomics." The Democrat's speech, heavily promoted in advance by the White House, will see him take credit for a powerful US recovery from the COVID pandemic shutdown and subsequent supply chain nightmares. "You'll hear the president today talk about the fact that the United States right now..., we are leading the world in terms of the fastest, strongest economic recovery since the beginning of the pandemic among G7 countries," Principal Deputy Press Secretary Olivia Dalton told reporters. It's a bold, potentially risky move for Biden to put the economy at the center of his re-election platform, brushing aside months of warnings that the world's biggest economy might still hit a post-pandemic recession. Putting his name on it is even bolder, with "Bidenomics" deliberately echoing and refuting Republicans' long-cherished "Reaganomics," in reference to the 1980s boom under Ronald Reagan. Biden was bullish Wednesday on departure for Chicago, telling reporters at the White House that he's "been hearing every month there's going to be a recession next month." Now the consensus, he said, is that "we're not going to have a recession." 'Bidenomics' or 'Reaganomics'? So far, the sales pitch is having trouble getting through -- in large part due to the lingering inflationary pressures on a country that had grown used to low price increases. A May poll by ABC News/Washington Post even found Biden's scandal-plagued Republican predecessor -- and likely 2024 rematch rival -- Donald Trump leading by 18 percentage points on the question of who handled the economy better. But the White House says inflation is on a slow but steady decline and that "Bidenomics" is changing the playing field in a way that will benefit the middle classes. Huge spending bills passed by Congress during Biden's first two years in power are pouring money into green energy technology, semiconductors, and not less than $550 billion for revamping the country's roads, bridges, and other infrastructure. Lael Brainard, director of the National Economic Council, told reporters Tuesday that the Reagan-era trickle-down theory led to the hollowing out of US industrial cities with offshoring and abandonment of ambitious infrastructure upgrades. By contrast, Biden is using government funding as a catalyst for a "boom in private sector spending in manufacturing construction." She touted funding for the expansion of broadband internet to every corner of the United States as an echo of Franklin Roosevelt's epic electrification program to modernize the nation in the 1930s. As for getting voters to buy into the "Bidenomics" pitch, that will come as Americans start seeing the funds begin to kick in, Dalton said. "We're seeing shovels in grounds, we're seeing private investment come back to our country, we're seeing millions of jobs created. So now is the time, with all of those accomplishments, (when) the president can take this message to the American people and say this is what Bidenomics is," Dalton said. No brushing aside hypertension — experts
Health experts have reminded Filipinos of the importance of monitoring their blood pressure ahead of National Hypertension Awareness Month in May. In a public briefing, Philippine Society of Hypertension president Dr. Dolores Bonzon and PSH vice president Dr. Alejandro Diaz warned of rising hypertension-related deaths. “In 2019, 10.8 million people (around the world) died due to hypertension and its complications, including stroke and heart attack, which are also among the top 10 leading causes of mortality in our country,” Bonzon said. Diaz added that the prevalence of hypertension has been rising in the Philippines, especially during the Covid-19 pandemic. “Many people have not had the chance to have their blood pressure measured or receive treatment, which has contributed to the increase in hypertension cases,” he said. He encouraged all Filipinos aged 18 and above to participate in the May Measurement Month survey by scanning the QR code provided and inputting their blood pressure and pulse rate readings. “Hypertension awareness through blood pressure screening during May Measurement Month has increased to over 30 percent, which shows the program’s effectiveness,” he said. Aside from consuming salty foods, stress is also a contributing factor to hypertension, the experts warned.
