Senator JV Ejercito’s love for cycling is hard to miss. From interviews to his social media posts, the 53-year-old lawmaker would always find a way to display his love for cycling — and sports in general. That’s why in a recent interview with Daily Tribune, Ejercito took the opportunity to preach the benefits of cycling and how he wants to spearhead the staging of more local and international tournaments that would encourage a lot of enthusiasts to take the sport seriously. “We need to have more competitions like Ronda Pilipinas. I hope somebody picks up the cudgels for it to continue because competition improves the quality of our athletes,” said Ejercito, referring to the annual professional road cycling competition that covers major cities in Luzon, Visayas and Mindanao. The prestigious bikefest started in 2011 and has drawn the interest of the best local and international riders. It, however, got canceled this year as it prepares to transition from being an annual to a biennial event. “We need competitions,” Ejercito stressed. But batting for the staging of a professional cycling competition is just a mere fraction of Ejercito’s love for the sport. In fact, during the height of the coronavirus pandemic in 2020, Ejercito took the cudgels for the cyclists when he slammed the Inter-Agency Task Force for raising the proposal of requiring cyclists to wear face shields on the road. Ejercito stressed that this proposal will put the cyclists’ lives at risk as they might suffer hypoxia or lack of oxygen. Having first-hand experience on the challenges of the sport, Ejercito asserted that the proposal might create more harm than good. “I am not in favor of requiring face shields to those who are biking and exercising. This might cause hypoxia or lack of oxygen. While breathing hard, intake of oxygen is already minimized with masks so what more if they will require them to wear face shields? This can be fatal,” Ejercito said. “Cyclists usually are away from each other. Face shields should be required in enclosed and crowded places. There is already a mask that is required anyway.” “Wearing a face shield while cycling is dangerous. The mask is enough.” But that’s not all. Ejercito also fought hard for the rights of cyclists through Senate Bill 393 that pushes for more bicycle lanes in major thoroughfares. He believes that by putting up bicycle lanes, the government would encourage the public to bike to their respective schools or offices instead of riding cars, buses or trains. The public would also get to save a lot on their transportation expenses while helping the government solve the worsening traffic situation. “This legislation is one way to help unburden commuters who are choosing to ride their bicycles and other non-motorized vehicles in order to escape the worsening traffic situation and save money on fares and fuel, especially now that prices of petroleum products have skyrocketed,” the bill’s explanatory note said. Ejercito said the government will also benefit from this proposal. “Though we admire such resilience and innovation, the government should also look into improving road conditions for alternative means of transportation,” Ejercito, the son of former President Joseph Estrada, said. “Until such a time that the government has finished its goal to provide mass transportation that is people-centered and accommodating to every walk of life, there will always be room for alternative forms of travel.” Ejercito admitted that he even considered riding his bicycle to work. “Even I couldn’t bear it each time I load up on gas. I shell out P5,000 every time. It’s hard on my pockets. Hopefully, I can save by biking to work,” Ejercito said. As of May 2023, about 546 kilometers of bike lanes were already established in Manila, Metro Cebu and Metro Davao, according to the Department of Transportation. Aside from cycling, Ejercito also plays golf and boxing. He is also an avid fan of basketball. In fact, he was at the sidelines when Gilas Pilipinas battled China in the FIBA Basketball World Cup together with other senators in Ronald “Bato” dela Rosa, Joel Villanueva and Juan Miguel Zubiri. Ejercito said if there will be a chance, he will gladly lend a helping hand to Philippine sports. After all, he is no stranger to grassroots sports after serving as chairman of the committee on youth and sports when he was still representing San Juan City in the House of Representatives. With him in charge, he was able to help the Philippine Sports Commission with its funding that led to the rise of promising athletes like Hidilyn Diaz, who went on to become the country’s first Olympic gold medalist. “There’s no specific NSA (national sports association) but if there is an opportunity, I will help. Senate eyes increase of DND’s 2024 budget
The Senate on Wednesday assured the Department of National Defense and the Armed Forces of the Philippines that it will push for the allocation of more funds for next year to further strengthen the country’s defense operations. After extensive deliberation, the Senate Committee on Finance has approved the 2024 proposed budget of the DND and its attached, including the revised AFP Modernization Program, “subject to possible budgetary adjustments.” The DND’s proposed budget will then be again submitted to the Senate plenary for deliberation and approval. Senate President Juan Miguel Zubiri expressed full support for the defense sector’s efforts to defend the country amid the increasing tension in the West Philippine Sea. With this, Zubiri committed to increasing the DND and AFP’s budget for next year for more heightened defense initiatives. “But you know my dear friends, courage can only take us so far. And that is why, if we really want to truly defend our country and our seas, we must support their budget. Not only the budget that they have now… We’re going to support, through the efforts of the Senate, an increase in their budget, especially in the defense spending,” he said. In his presentation, Defense Secretary Gilberto Teodoro Jr. said the DND is seeking a total of P229.9 billion in funding under the 2024 National Expenditure Program. Teodoro presented a 12 percent increase compared to the P204.5 billion DND budget allocated under its 2023 General Appropriation Act. Of the budget, the AFP will get P221.6 billion, which will be divided among its major service units including the Philippine Army, Philippine Air Force, and Philippine Navy, as well as the general AFP headquarters and AFP-wide service support units. The DND will get P1.2 billion while the remaining P7 billion will go to civilian bureaus, like the Government Arsenal, Office of Civil Defense, National Defense College of the Philippines, Philippine Veterans Affairs Office, and Veterans Memorial Medical Center. Teodoro said the DND initially requested P115.1 billion for the AFP Modernization Program but was only granted P50 billion. Meanwhile, Senator Joseph Victor “JV” Estrada stressed the need to fast-track equipping the AFP with modern assets to protect the country’s territorial integrity, given the current situation in the West Philippine Sea. Hence then asked Teodoro about the ongoing military modernization: “We are supposed to be in Horizon 3 of the AFP modernization program in 2023. I think we are still in Horizon 2 or Horizon 1. Where are we now?” In response, Teodoro said about 10 percent of the project remains to be accomplished in Horizon 1 while 51 out of 97 projects were already finished in Horizon 2 with some projects will be carried over under Horizon 3. “That’s why we really have to re-strategize it because the paradigms for Horizon 2 may not be valid anymore,” Teodoro said. The military modernization program's Horizon 3 is slated for 2023 up to 2028 while Horizon 2 is from 2018 to 2022 and Horizon 1 is from 2013 to 2018. All these horizons are geared toward acquiring equipment and weapon platforms that would equip the AFP to perform its external defense mandate. An executive session was conducted with the DND after the Senate panel’s approval of its proposal to discuss some adjustments to the funding, particularly those allocated for defending the WPS. Zubiri stressed that he will not allow the Philippines to be bullied. “Hindi tayo pumayag na ma-bully tayo ng ating kapitbahay sa Norte (we didn’t allow our neighbor in the North to bully us). Because of that, we hear you loud and clear. We need more defense spending in our modernization project… We’re here to support you. You’ll see a drastic difference in your budget come this December,” Zubiri said. Senator Ronald “Bato” Dela Rosa likewise rallied for the increase of both DND and AFP’s intelligence funds for surveillance and reconnaissance assets. In 2022, DND got P2.3 billion worth of confidential intelligence funds. The agency requested only P1.8 billion in 2023. “With this new defense strategic direction, refocused on archipelagic defense and protection, will there be a corresponding shift, change, or retrofitting of our forces because right now our organization is heavy on the land-based army?” Dela Rosa asked. Teodoro said no changes are needed at the moment as the country needs to sustain internal security. Senators were among the Filipinos who showed support for Gilas Pilipinas en route to its rousing 96-75 win over China in the FIBA World Cup at the Araneta Coliseum in Quezon City on Saturday night. Senate President Juan Miguel “Migz” Zubiri, Senate Majority Leader Joel Villanueva, and Senators Ronald “Bato” Dela Rosa and Christopher “Bong” Go was seen wearing matching black shirts with the print “West Ph Sea,” short for West Philippine Sea. “Congratulations Gilas Pilipinas! That’s the heart of the Filipino that you’ve shown fighting to the very end. I salute all the players, coaches, and fans because ‘our never-say-die attitude’ gave us the hope to score a victory in the FIBA World Cup,” Go, himself a prolific basketball player, said in Filipino. “While we were saddened by our not qualifying for the Olympics, Gilas did not disappoint the home crowd by showing a big potential for future competitions,” he added. He said the victory over a Chinese team boosts the morale of Filipinos amid the challenges the country is facing in the West Philippine Sea being claimed by Beijing as part of its territory. Subsidiaries of the Aboitiz Group have consolidated its efforts with the Climate Change Commission, the local government of Toledo City in Cebu, Department of Science and Technology-PAGASA, and the Department of Human Settlements and Urban Development to help create resilient, disaster-ready and climate-smart communities. A five-day training workshop to craft an enhanced and science-based Local Climate Change Action Plan was recently held in Bato, Toledo City, the host community of Aboitiz Power-TVI. Toledo City Mayor Joie Perales: “This will upgrade the skills of our local responders and improve our readiness for disasters. I know that our people will truly benefit from this.” The participants were equipped with knowledge based on methods and strategies to produce targeted and responsive climate-action plans. They were also upskilled in developing risk-mitigating LCCAPs anchored on science and evidence-based analysis, which includes biodiversity and ecosystem-based adaptation interventions. “We recognize that our communities and local governments are at the forefront of the climate crisis,” said Climate Change Commission Deputy executive director Romell Antonio Cuenca. “It is imperative for local government units to be prepared for the challenges of the changing climate. LGUs should invest more in crafting and planning appropriate measures to adapt to climate impacts. That is why CCC and Aboitiz came all the way here to Toledo to increase the technical capacity of our LGUs, so that they can develop their local climate change action plans, which will serve as their pathway to resiliency,” he added. Amid the prevalence of drug cases even involving some members of the Philippine National Police, Senator Christopher “Bong” Go has called on the government to adopt stricter and more robust measures to address the persistent challenges of illegal drugs and criminality in the country. In an ambush interview after his visit to Sta. Cruz, Manila on Wednesday, 24 May, Go acknowledged that eradicating illegal drugs and criminality requires a multifaceted approach, encompassing both law enforcement and social reform. Drawing inspiration from the successful campaigns during former president Rodrigo Duterte’s administration, Go expressed that similar strong-arm tactics and approaches are necessary to continue building a safer society. Mga pulis pa naman itong mga ito, dapat nga kayo ang magprotekta sa taumbayan, kayo pa ang pumasok sa droga. Alam n’yo bawat isang gramo na kumalat diyan sa daan, ito napakalaking quantity po ito ng droga, ilang buhay na naman kaya ang sisirain nito kapag kumalat ‘yan sa daan. Ilang pamilya ang masisira, ilang buhay ang wawasakin, ilang pamilya ang wawasakin kapag kumalat ang droga na ‘yan. Alam n’yo salot talaga ang droga na ‘yan,” he lamented. Go’s colleague, Senator Ronald “Bato” dela Rosa, then expressed his support for the idea, saying, “Ako, personally, maganda sana kasi babalik ang takot ng mga drug syndicates, particularly ‘yung mga pulis na involved—‘yung mga ninja cops.
